Torture as a policy should be a "no no" generally as related to situations as Abe Graib (Am I spelling it correctly?) where prisoners were tortured for the entertainment of those who were responsible for guarding them. However, I agree with you that torturing someone who has knowledge of a dirty bomb (or similar) planted in the middle of an American city would be acceptable. There are always exceptions to every law - and this is just but one example.
